Supervisory Mobility Transportation Specialist Job Overview
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/15/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. For a GS-09 position you must have served 52 weeks at the GS-07.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Individual Occupational Requirement (IOR): The Supervisory Mobility Transportation Specialist, 2101 has a minimum qualification entry requirement. You must posses one of the following to qualify for the Supervisory Mobility Transportation Specialist. Undergraduate and Graduate Education: Major study -- accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. Specialized Experience (for positions above GS-5): Experience that demonstrates a knowledge of the transportation function(s) of the position to be filled. You may qualify at the GS-09 level based on your experience and/or education as described below: Specialized Experience GS-09: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Fleet management and/or common carrier transportation; planning and directing administrative activities related to transportation; prioritizing program resource when conflicts arise; analyzing and evaluating information pertinent to the efficient and effective operation of a transportation program; and providing leadership and instruction to subordinates. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the Supervisory Mobility Transportation Specialist position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation. . OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an equivalent combination of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Only education in excess of the first year (18 semester hours) may be used to qualify applicants for the GS-09 level. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required. You may qualify at the GS-011 level based on your experience and/or education as described below: Specialized Experience GS-11: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: fleet management and/or common carrier transportation; planning and directing administrative activities related to transportation; prioritizing program resource when conflicts arise; analyzing and evaluating information pertinent to the efficient and effective operation of a transportation program; and providing leadership and instruction to subordinate. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the Supervisory Mobility Transportation Specialist position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. NOTE: Transcripts must be submitted with your application materials. You must have an equivalent combination of successfully completed graduate level education (beyond the second year) and specialized experience, as described above, may be used to meet total experience requirements for this grade level. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of the position such as accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the Supervisory Mobility Transportation Specialist -Mobility Manager position. Physical Requirements and Work Environment: The work is primarily sedentary, although some slight physical effort may be required. Travel will be required on a period basis. Work is typically performed in adequately lighted and climate-controlled office within a VA Medical Center.
