Lead Budget Analyst Job Overview

You must meet the following requirements by the closing date of this announcement. GS-13 SPECIALIZED EXPERIENCE: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in Federal service. Specialized experience for this position includes experience that is related to the work of this position and has provided you with the competencies required for successful job performance. Specialized experience for this position must include: Applying business unit wide budget formulation, execution of non-labor operational accounts, financial modeling, and advising leadership on fiscal year budget management. Coordinating budget management of Plan Development, Operating Plan, Spend Plan and Year-end processes. Analyzing data to determine trends and anticipate any resulting adverse impact of budget and/or work plans and recommend appropriate action to resolve any such problem. Utilizing Integrated Financial System (IFS), Procurement for Public Sector System (PPS) and ConcurGov or similar systems. Analyzing estimates to identify imbalances among program areas and to reconcile estimates with current levels of expenditures and projected changes in work plans and staffing levels. Reviewing, analyzing, making recommendations and/or developing contingency spending plans based on financial analyses and reports. Analyzing data to determine trends and anticipate any resulting adverse impact of budget and/or work plans and recommend appropriate action to resolve any such problem. Providing comprehensive budget execution for a multi-funded portfolio including funds certification, obligation tracking and expenditure monitoring. Analyzing financial data to identify imbalances or funding shortfalls and recommend necessary reprogramming actions to bring spending in line with established budget levels. Acting as the functional point of contact for financial issues and advising senior leadership on resources allocation to optimize program objectives. AND You must also meet the following requirement(s): TIME AFTER COMPETITIVE APPOINTMENT (TACA): Current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens". TIME IN GRADE (TIG): For positions above the GS-05, applicants must meet applicable time-in-Β­grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for. For positions at the GS-5, you cannot advance to the GS-05 if you have held a GS-02 in the past 52 weeks. There is no TIG restriction for GS-02, 03, or 04 positions.
