To qualify for this position of Human Resources Specialist (HR Development), you must meet the qualification requirements listed below by the closing of this announcement: For GS-12: Specialized Experience: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as: planning, developing, administering, or evaluating employee development or technical training programs; designing instructional materials, learning objectives, assessments, or course content; coordinating training projects and monitoring project progress; delivering training and evaluating training effectiveness; and advising on employee development, instructional design, or workforce training strategies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). For GS-13: Specialized Experience: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as: providing guidance in the planning, development, implementation, or evaluation of organization-wide employee development and learning programs; leading training initiatives and cross-functional course development teams; advising on workforce development strategies, instructional standards, and organizational learning; analyzing organizational training needs; and developing agency guidance, evaluating program effectiveness, and making recommendations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
