QUALIFICATION REQUIREMENTS: GRADE-12 SPECIALIZED EXPERIENCE: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position must include: Utilizing IRMs, tax laws and regulations, Revenue Rulings, Court Cases, etc., relative to the Business Unit operations, reviewing tax issues and enforcement changes that impact assigned programs, revising procedures, recommending changes in basic implementing regulations, and assessing the technical accuracy of cases handled by the call site/campus/TAC. Recognizing significant tax issues and enforcement changes that impact assigned programs in order to revise procedures or recommend changes in basic implementing regulations; reviewing tax returns, supporting documents, forms, tax computations, penalty abatement procedures (reasonable cause) and interest and penalty computations (including restricted interest) to verify corrections and alterations to tax modules were completed in accordance with the approved guidelines, and the effect of these options on the taxpayer liability. Applying principles of management planning, program analysis, process analysis, management reporting procedures and available system capabilities to resolve operating problems and providing statistical data or other management information reports. Briefing both operating unit managers and employees both orally and in writing, preparing reports, documenting findings and conclusions and, disseminating procedural and regulatory information. Utilizing the Embedded Quality Review System/National Quality Review System, Master Attribute Job Aid (MAJA) Quality Grams for the assigned SPRGs reviewed and Microsoft Excel to create or edit pivot tables, formulas, or macros; perform statistical analysis and Import/export data. Analyzing various data to determine if a contact/case was worked accurately by performing trend analysis to identify and address recurring issues with quality and coding consistency and providing feedback to IRM authors based on trends identified. AND You must also meet the following requirement(s): TIME AFTER COMPETITIVE APPOINTMENT (TACA): By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens" TIME IN GRADE (TIG): For positions above the GS-05, applicants must meet applicable time-in-­grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for. For positions at the GS-05, you cannot advance to the GS-05 if you have held a GS-02 in the past 52 weeks. There is no TIG restriction for GS-02, 03 or 04 positions.
