In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C. TARGETED POSITION: This position is a developmental WG-08 Target WG-11 position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (WG-08). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. This position may be subject to a formalized training program and pay retention of 150% of the maximum rate of the basic pay is authorized for candidates requesting a Voluntary Change to lower Grade. Military Spouse candidates exercising their preference will be placed at the full performance level, if considered to be best qualified and selected. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-5300 Industrial Equipment Maintenance Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is the Ability to Do the Work of the Position Without More Than Normal Supervision. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of principles and troubleshooting methods of (AC/DC) electrical systems, subsystems and solid-state circuitry. Knowledge of a wide range of welding principles, processes, and difficult techniques: and of welding standards and how various metals and metal alloys react to different welding processes and techniques. Knowledge of Minuteman Missile Support Systems. Knowledge of principles of Environmental Control, pneumatic, hydraulic systems and emergencypower generating systems including mechanical, air and electronic controllers for the systems. Knowledge of safety regulations, practices and procedures. Skill using hand tools, power tools and special test equipment such as ohmmeters, hazardouscurrent meters, bridge wire resistance meters, and acetylene/electrical arc welders. Knowledge of the principles and theories of air conditioning and refrigeration and properties ofrefrigerants. Knowledge of mechanical, electromechanical, and pneumatic principles to inspect, install, test,maintain and repair primary and auxiliary power control equipment. Knowledge of regulations, procedures, and policies related to records maintenance anddocumentation. Ability to troubleshoot complex problems on large projects and applying prescribed testprocedures. Ability to read and interpret instructions, blueprints, drawings, sketches, and specifications. Knowledge of refrigeration and air conditioning equipment assembly, installation and repair. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Effort: Crawling, bending and standing in various tiring and strained positions in very tight places. Requires lifting, carrying and pulling equipment weighing up to 60 pounds on a regular basis without assistance. On occasions may be required to assist in lifting and carrying items weighing over 150pounds either manually or with mechanical devices. Reaching and working overhead while standing on ladders, scaffolding and elevator work platforms. Working Conditions: Works in areas of hazardous explosives, rocket engine propellant MMH, toxic vapors and fluids, high noise, high pneumatic and hydraulic pressures and often extreme weather conditions with below zero temperatures, severe winds averaging 50 MPH and wind chills of 40 degrees below zero. Exposure to Hantavirus (a deadly rodent spread virus), dirt, grease, oil and various cleaning chemicals. Will often work at heights up to 90 feet in confined areas. Must comply with missile safety requirements and wear all required safety equipment for each task.
