Supply Operations Quality Specialist Job Overview
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, General Supply Series 2001. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of supply principles, concepts, and methods and the ability to apply them to a supply program and operations. Knowledge of laws, regulations, policies, procedures, techniques and methods related to supply oversight. Knowledge of distribution and storage techniques for assigned cargo. Knowledge of automated supply systems and databases sufficient to work with and update usage procedures for the systems. Knowledge of equipment requisitioning and issuing procedures. Knowledge of administrative techniques and methods sufficient to monitor contractor performance and resolve issues that may arise with contractor effectiveness. Knowledge of the organization's goals, objectives, work processes and administrative operations sufficient to modify procedure to resolve issues or problems. OR EDUCATION: Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience as described above may be used to qualify for this position. Note: You must submit a copy of your transcripts with your application. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the Supply Management Activity Group (SMAG), Air Force Stock Fund. Knowledge of a supply program and its operations in order to assess service provider performance. Knowledge of laws, regulations, policies, procedures, techniques and methods of Supply specializations and functions. Knowledge of distribution facilities and storage management functions and techniques. 2. Knowledge of the Integrated Logistics System -Supply (ILS-S), budget policies, precedents, regulations and guidelines and their interface with the budgetary, accounting and finance system. Knowledge of structure, contents, codes, internal and external interfaces, update procedures and users of automated supply systems and databases. 3. Knowledge of quality assurance/control methods, principles, and practices, including statistical analysis and sampling techniques. Knowledge of inspection, test, and measurement techniques. Knowledge and experience in utilizing qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of supply programs. 4. Skill in conducting studies and investigations, problem analysis, and developing logical and effective recommendations. Skill in interpreting and applying technical data, regulations, policy statements, as well as skill in conducting studies and investigations problem analysis, and developing a logical and documented recommendation. 5. Ability to gather, assemble, and analyze facts, draws conclusions, devise solutions to problems, and identify changes and trends and to interpret specialized documentation and descriptions pertaining to equipment and supplies. 6. Ability to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy, diplomacy, and respect of others. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
