To qualify for a Management and Program Analyst your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: GS-13 Developing performance metrics and reporting tools (e.g., using Microsoft Power BI) to translate complex operational data into actionable information for workload forecasting, resource alignment, and program planning Analyzing and streamlining critical business operations by designing standardized workflows and automated processes (e.g., using Microsoft Power Automate and SharePoint), resulting in reduced cycle times, comprehensive SOPs, and improved internal controls. Conducting comprehensive quantitative and qualitative analyses of administrative programs by applying ETL logic (e.g., using Power Query) Identifying performance gaps, establishing business rules, and recommending solutions to enhance operational efficiency. GS-14 Directing the development and governance of enterprise-wide performance measurement systems (e.g., architecting Power BI solutions for enterprise use), establishing standardized reporting methodologies and metrics adopted as agency best practices for executive decision-making Designing overarching operational frameworks and internal control standards for complex, agency-wide administrative programs, often enabled by automated workflows (e.g., in Power Automate and SharePoint), ensuring strict auditability and alignment with strategic objectives Serving as a senior advisor in high-level governance forums, leading cross-organizational negotiations to resolve divergent viewpoints, synthesizing ambiguous policies, and designing original evaluation methods for long-range strategic planning based on insights derived from expert-level data modeling.
